Motorways in Germany are special zones that imply maxspeed=none, among other things.
This tag is not to be used on other divided highways or motorroads.
When to tag?
zone:traffic= does not need to be explicitly tagged on highway=motorway within Germany, because these roads are automatically part of zone:traffic=.
Explicit tagging of zone:traffic= is useful on other roads, e.g. to indicate which part of a highway=motorway_link is subject to motorway rules.
Are motorways rural or urban?
zone:traffic= does not indicate whether the motorway is outside or inside the built-up area.
Most motorways in Germany are outside the built-up area, but there are some exceptions, notably in Berlin.
Motorways inside the built-up area have the same traffic rules as motorways outside the built-up area, because Straßenverkehrs-Ordnung §18.5 says:
Auf Autobahnen darf innerhalb geschlossener Ortschaften schneller als 50 km/h gefahren werden.
Even though it doesn't matter for the traffic rules on the motorway itself, you can use urban=* to indicate whether the road is located inside or outside the city limit signs. You can locate German motorways inside city limit sign with this Overpass query.
