I would like to understand if it's normal that while the log file is being restored, I have users disconnected from ALL databases on the instance and not just the DB being restored. I was under the impression that it's just the DB being restored...

I'm asking becuase I have a CHECKDB process running on 'another' database and it's stopping as soon as the restore kicks off on the OTHER database.

Yes, it is normal that the users get disconnected, although that is a setting that you can specify.

You have two options:

  1. disconnect the users and restore the database
  2. restore the transaction log later on - you can achieve this via the log shipping jobs

you can see who is connected but for the restore to take place it needs exclusive lock on the database, that's why the users need to be off.
