Replacing 28.8Mhz TCO with up-converted GPSDO 10Mhz signal?

Would it be possible to design a circuit that could replace the TXCO (28.8Mhz) of a RTLSDR dongle by replacing it with a signal generated from a 10Mhz reference signal, coming from a GPSDO? And what kind of components could do the job?

USRP N310 frequency range

USRP N310 uses AD9371 RF transceiver but it has more wider frequency range. The AD9371 tunable range is from 300 MHz to 6000 MHz, but the N310 with 10 MHz to 6 GHz extended frequency range. Why? Here is the schematic of N310: Schematic
