I'm currently working on a design project in my marketing class requiring me to create a prototype that helps with an everyday issue. I'm curious to find a material that only dissolves in water. It cannot dissolve in other liquids, as it will be used for recycling and regular garbage.

Toilet paper is a good example of a useful product that dissolves in water. The problem though is that many other liquids contain water or polar substances like alcohol.
Other products like these soluble Polyvinyl Alcohol (PVA) dog poop bags, dissolve in water and other water containing fluids but take some time to break down. This time delay allows them to fulfill their utility and decompose later. Typically they are for non-critical applications like dog poop though; you wouldn't want to risk you bag or part spontaneously failing and damaging the area or the contents.
